Directory of skilled workers in your locality

People find it difficult to hire the services of skilled workers such as electricians, carpenters etc. due to a lack of information regarding the quality of work, pricing and/or their professional conduct. How would you go about creating a directory/application of skilled services available in your locality? How would you ensure that the solution gets used regularly by both consumers and service providers alike?

Does the directory need to be limited to certain types of services or can it also be used to find nurses, tutors etc?
