Improving energy efficiency

Pakistan is facing an acute energy crisis at the moment, a crisis that is compounded by electricity theft, line losses, and poor energy management. Poor energy management is a problem that is equally pronounced in both the public, private and consumer sectors. How would you design a service that intelligently monitors usage patterns and informs the end user of how to reduce and conserve their energy usage? Critically, how would you determine that the service has actually helped significantly reduce energy usage?
