Emergency services: ambulance & fire-fighting response times

The response times for emergency life-saving providers such as paramedics and fire-fighters are constrained by a number of factors i.e. traffic, road blockages, VIP movement. An intelligent service that monitors the deployment of emergency services in the field, and automatically notifies both the user and the relevant department of any traffic related blockages would be extremely useful.
