Tracking public wealth declarations of government representatives

Develop an app or a game that scans the asset declarations for each politician and generates statistics for overall individual wealth (www.ecp.gov.pk). This problem is challenging since most of the asset declaration forms are partly hand-written pdfs and not conducive to object-character recognition. The app should automatically populate as much data from the pdf's into a database as possible, and then allow users to crowdsource data entry from the pdf's which cannot be read.
